Я не пробовал спавнить Шрама. В списке доступных команд его нет (или я не заметил). Однако, скорее всего, это не получится, так как игра спавнит определённого квестового NPC под конкретный квест. Поэтому может возникнуть ситуация, когда один и тот же NPC одновременно находится в разных местах — лично встречал такую аномалию.

Я когда прихожу в Залесье по квесту на защиту, у меня спавнится Варта у главного здания и атакует меня, даже если я убиваю командой монолитовцов, из-за Варты я все равно не могу попасть внутрь, команда что бы их убить не помагает так как они сразу спавнятся заново, есть ли какая то команда что бы поднять рипутацию к определенной фракции или отключить раждебность на время?

Это не совсем то, что ты, возможно, искал, но как вариант, можно использовать команду XTogglePsyPhantomDebugMode для управления состоянием пси-излучений. Также временно включить режим бога командой XSetGodMode true, чтобы нейтрализовать все воздействия, включая пси-излучение.
